He became the favorite for the Rossoneri after first-round pick Mohamed Simakan of Strasbourg agreed to join RB Leipzig.
The option to buy is believed to be set at 30 million euros, although Milan hopes to negotiate the amount.
The 23-year-old was born in Canada and has an appearance for England, but there are no minutes available in this edition.
